CONTEXTUALIZATION
In 2024, Pará was among the Brazilian states with the highest number of fire hotspots and the highest accumulated deforestation rate in the Legal Amazon. The primary causes of this scenario include drought phenomena, pasture management practices, and the widespread use of fire for land occupation and clearing. However, the lack of vehicles and adequate equipment significantly compromises the Fire Department’s ability to effectively monitor, inspect, prevent, and combat environmental incidents caused by these and other factors.
Given the vast dimensions of the state of Pará and its municipalities, it is clear that the CBMPA currently has a significantly lower response capacity than needed to address these challenges. There is an urgent need to expand the number of operational vehicles and firefighting equipment available to the force.
In addition to acquiring new vehicles and firefighting equipment to strengthen CBMPA's capacity to address regional challenges, it is crucial to:
- Invest in equipment for incident monitoring and inspection, such as drones;
- Conduct prevention campaigns and raise awareness among local communities regarding the proper use of fire in the region and immediate response techniques for small-scale incidents;
- Promote continuous training and updates for public agents involved in the prevention, combat, and monitoring of unauthorized burnings and forest fires;
- Provide new Personal Protective Equipment (PPE) to replace damaged materials and accommodate newly hired personnel from the most recent public recruitment process.
THE PROJECT
The project is divided into two components:
1. Strengthening, Equipment, and Institutional Structuring Component:
- Training of Military Firefighters/Public Agents, with an emphasis on forest fire combat.
- Expansion and modernization of the operational vehicle fleet.
- Acquisition of equipment and materials for forest fire prevention and combat.
2. Prevention, Combat, Monitoring, and Inspection Component:
- Acquisition of equipment/vehicles for inspection and monitoring activities.
- Implementation of educational campaigns, including the distribution of informational materials, to raise awareness in local communities.
- Training of Military Firefighters/Public Agents, with an emphasis on monitoring activities.
- Training of local communities on alternative fire usage practices and forest fire prevention and combat techniques.
- Implementation of a forest brigade training course (volunteer and community-based) to support prevention actions and initial response efforts where possible.
- Execution of missions for detecting fire hotspots and combating forest fires and unauthorized burnings.
- Establishment of forest fire combat brigades.
Expected Results:
- Improved monitoring of fire hotspots, early detection, and environmental incident inspection.
- Increased logistical efficiency and response time in rescue and emergency situations.
- Enhanced workplace safety and reduced occupational accidents among Military Firefighters involved in forest fire combat.
- Strengthened and expanded prevention and combat actions against unauthorized burnings and forest fires to curb deforestation and forest degradation in the State of Pará.
- Reduction in forest fires and unauthorized burnings in the state of Pará.
The project is part of component 2.1 of the Amazon Fund Logical Framework, contributing to the direct effect of "Structured and modernized environmental monitoring, control, and accountability institutions."
