Fundraising for the Amazon Fund is linked to the reduction of emissions of greenhouse gases from deforestation, that is, it is conditioned to the reduction of the annual deforestation rate.
Based on data of emission reductions calculated by the Ministry of the Environment and attested by the Technical Committee of the Amazon Fund (CTFA, in Portuguese), BNDES is authorized to raise donations for the Amazon Fund and to issue certificates recognizing the contribution of the donors to the Fund.
Each certificate identifies the donator and the amount of the contribution to the effort to reduce carbon dioxide emissions. These certificates are nominal, non-transferable and do not generate rights or credit of any nature.
See below a summary of the donation agreements of Norway´s Government, Petrobras and the Federal Republic of Germany (KfW).
Government of Norway
BNDES celebrated on March 25, 2009, a Donation Agreement with the Ministry of Foreign Affairs of Norway, in which a donation was provided to the Amazon Fund in the amount of up to 700 million norwegian kroner.
The Donation Agreement establishes the terms and procedures applicable to the donations from Norway related to the Amazon Fund. Subsequently, additional terms to the donation agreement were signed in which the government of Norway committed to making additional donations for 2010 and 2011.
Summary of the agreement
The amount of funding is linked to the reduction of gas emissions from deforestation and forest degradation and covers only support for projects to be financed by the Fund in the 2009-2015 period. Donations after 2009 will be specified in additional terms proposed by the donor and will depend on the results of the efforts to reduce the annual deforestation rate.
Disbursements by the Norwegian government are made every six months or less, at the request of BNDES, based on the Fund’s financial needs.
BNDES is responsible for analyzing, approving and contracting projects, as well as supervising, monitoring, rendering of accounts and reporting of results. In addition, the Bank must maintain the donations received separate in its accounting books.
Addenda to the Donation Agreement
First Addendum
On November 9, 2009, a first Addendum to the Donation Agreement was signed. The Norwegian government committed to making additional donations of up to 750 million norwegian kroner in 2010 and up to 750 million norwegian kroner in 2011. In addition to these amounts, the possibility of additional donations by the government of Norway was also foreseen for 2010 and 2011.
Second Addendum
On December 16, 2010, a second Addendum was signed. The Norwegian government committed to making additional donations of 100 million norwegian kroner. Thus, the total value of the donation in 2010 went up to 850 million norwegian kroner.
Third Addendum
On December 14, 2011, a third Addendum was signed. The Norwegian government committed to making additional donations of 250 million norwegian kroner. Thus, the total value of the donation in 2011 went up to 1 billion norwegian kroner. It was also defined that the deadline for the request to use the committed funds for the years 2009, 2010 and 2011 will be December 31, 2015.
Fourth Addendum
On July 12, 2012, a fourth Addendum was signed. The changes relate mainly to the clauses dealing with the Reports (Article VIII) and Audit (Article X). The new wording of these clauses provides that the financial statements of the Amazon Fund will be made available by the end of the second quarter of each year, stating the opening balances, the donations received by the Fund describing the amount of donation and relevant donors, the financial income earned by the Fund, the amount disbursed for projects and the amount retained to cover administrative costs of the Fund. It was also established that the financial audit of the Fund shall comply with the International Standard on Auditing (ISA) rules.
Fifth Addendum
On December 11, 2012, a fifth Addendum was signed. The Norwegian government committed to making additional donations of 1 billion norwegian kroner. It was also defined that the deadline for the request to use these funds will be December 31, 2015.
Summary of the New Donation Agreement
On September 17, 2013, BNDES and the Norwegian government signed a new Donation Agreement to consolidate the previous agreements and extend this cooperation until December 2021.
The new Donation Agreement provides that the donated funds will be used in the Amazon Fund projects until the end of 2020. Another important amendment is the full transfer of resources previously committed with to the fund by Norway, made possible by the exemption of the Brazilian federal taxes (PIS/Pasep and COFINS) upon the donations to the Amazon Fund (Law No. 12.810, of 15/05/2013, which amended Law No 11.828/2008).
Addenda to the New Donation Agreement
First Addendum
On December 17, 2013, a first Addendum was signed. The Norwegian government committed to making additional donations of 1 billion norwegian kroner.
Second Addendum
On December 4th, 2014, a second Addendum was signed. The Norwegian government committed to making additional donations of 900 million norwegian kroner.
Third Addendum
On November 24th, 2015, a third Addendum was signed. The Norwegian government committed to making additional donations of the equivalent, in norwegian kroner, to 120 million US dollars.
Fourth Addendum
On November 11st, 2016, a fourth Addendum was signed. The Norwegian government committed to making additional donations of 850 million norwegian kroner and to extend the support period to 2030. In addition, the main area of activity of the Amazon Fund was extended from Amazon biome to Brazilian Amazon*
* The Brazilian Amazon or Legal Amazon comprises all of the states of Acre, Pará, Amazonas, Roraima, Rondônia, Amapá and Mato Grosso, and the regions located north of the 13 ° S parallel of the states of Tocantins and Goiás and to the west of the meridian of 44 ° W of the State of Maranhão (article 3, I, of Law 12.651, of May 25, 2012)
Fifth Addendum
On December 6th, 2017, a fifth Addendum was signed. The Norwegian government committed to making additional donations of 350 million norwegian kroner.

Petróleo Brasileiro S.A. - Petrobras
Twenty-nine donation agreements were signed by BNDES with Petróleo Brasileiro S.A - Petrobras between 2011 and 2018.
Summary of the agreement
Funds are earmarked exclusively for projects to be funded within the scope of the Amazon Fund according to its rules, conditions, guidelines and criteria.

Federal Republic of Germany through KfW Entwicklungsbank
On December 7, 2010 and on November 14, 2017, Financial Contribution Contracts were entered and signed, as described below, between the Federal Republic of Germany through KfW Entwicklungsbank and the BNDES (manager of the Amazon Fund). On these same dates, details of the contracts were also agreed upon by means of separate agreements.
Summary of the Financial Contribution Contract of 2010
Total amount: up to EUR 21 million to be granted in accordance with the methodology provided for in the Amazon Fund norms, of which (i) up to EUR 12 million refers to reductions in emissions caused by deforestation in the Amazon in the forest years 2008/2009; and (ii) up to EUR 9 million, to reductions in emissions in the forest years 2009/2010.
Funds are earmarked exclusively for projects to be funded within the scope of the Amazon Fund according to its rules, conditions, guidelines and criteria.
Disbursements by KfW are made at the BNDES’ request, based on the Amazon Fund's financial needs. BNDES is responsible for analyzing, approving and contracting projects, as well as for follow-up, monitoring and accountability, including the publication of an annual report on activities and a meeting with donors. The Bank will maintain proceeds from donations segregated in its books.
Summary of the Financial Contribution Contract of 2017
Total amount: up to EUR 33.92 million to be granted in accordance with the methodology provided for in the Amazon Fund norms, of which the totality of the donation refers to reductions in emissions caused by deforestation in the Amazon in the forest years 2014/2015.

Swiss Government
BNDES celebrated on October 04, 2023, a Donation Agreement with the Swiss Government, through the State Secretariat for Economic Affairs (SECO), in which a donation was provided to the Amazon Fund in the amount of up to 5 million Swiss franc, to support the Amazon Fund actions in supporting actions to prevent, monitor and combat deforestation and to promote conservation and sustainable use of forests in the Legal Amazon and other biomes.
The donation refers to the effective emission reduction for the forest year of 2017, and is within the fundraising limits certified by the Amazon Fund Technical Committee.
The terms and conditions follow, in essence, similar conditions previously agreed in contracts with other governments signed with BNDES.

The United States Government
The financial contribution agreement with the United States of America Department of State (DOS), Worth USD 3 million, will allow BNDES to advance on the climate change and deforestation combat agendas, which are aligned to the Fund objectives and strategic guidelines, in addition to diversifying the participation of other countries in the Amazon Fund.
The donation refers to the effective emission reduction for the forest year of 2017, and is within the fundraising limits certified by the Amazon Fund Technical Committee.
The terms and conditions follow, in essence, similar conditions previously agreed in contracts with other governments signed with BNDES.

Japan Government
The contract signed by the Japanese Embassy and BNDES, of up to JPY 411 million (BRL 14.943.000,00) aims at supporting actions to prevent, monitor and combat deforestation and to promote conservation and sustainable use of forests in the Legal Amazon and other biomes.
This contract is the first celebrated with an Asian country to support the Amazon Fund. The donation refers to the effective emission reduction for the forest year of 2017, and is within the fundraising limits certified by the Amazon Fund Technical Committee
