Results and impacts

The Amazon Fund's team monitors and evaluates various regional indicators of the Brazilian Amazon, as well as indicators that measure implementation (outputs) and the positive and negative changes arising from the supported projects (impacts).

Monitoring of the supported projects

A specific logical framework is built for each project, in dialogue with those responsible for its implementation and integrated with the outcomes and impacts defined in the logical framework of the Amazon Fund. The supported projects are monitored and evaluated individually during their implementation and after their conclusion. The activities carried out by the projects in the implementation phase and the impacts of the completed projects can be checked in the "Projects" section of this webpage.

In order to monitor the results of the supported projects, a range of common indicators was developed for the projects that allow the results to be consolidated and provide an aggregated view of the products and services (outputs) delivered and the impacts resulting from their actions.

Monitoring of Regional Indicators

The Amazon Fund identified in its logical framework some regional or systemic indicators that are related to the public policies which it aims to contribute through the projects it supports. 

Monitoring these indicators helps to understand the progress made over time in promoting the reduction of deforestation with sustainable development in the Amazon. For example, the deforestation rate of the Legal Amazon is used as one of the regional indicators to follow the general objective of the Amazon Fund. In addition, the logical framework accompanies the evolution of indicators at a hierarchical level immediately below, that is, indicators that monitor the regional evolution of the four components that the Amazon Fund defined as strategic for success in tackling deforestation. 

The baseline of each indicator is the year of 2009, since the first operations of the Amazon Fund were approved this year (without any disbursements to projects in this first year). 

It is important to mention that the contribution of the Amazon Fund to the behavior of all these regional indicators, although identifiable and relevant, as attested by the evaluation of the projects concluded with the support of the fund, is not exclusive, adding to initiatives and actions of a plurality of public and private agents that operate in this vast territory that is the Amazon.

Summary of the monitoring of the regional indicators related to the Amazon Fund (2020) 

  • Worsening of the indicator that measures the rate of deforestation in the Legal Amazon with a 49% increase in the area deforested in 2020 in relation to the rate of 2009.
    In turn, when comparing the average annual deforestation that occurred from 2010 to 2020 with deforestation in 2009 (baseline of the Fund Amazon), there is a reduction of 4% in the deforested area, which in terms of consolidated accounts is still a positive sign.
  • Gradual growth in the relevance of the Amazon's GDP in the Brazilian GDP, reaching in 2018 a share of 8.9%, compared to the share of 7.9% in 2009, which is also a positive sign.
  • 16% increase in the volume produced and 35% in the revenue generated by a basket of forest extractivist products monitored by the Amazon Fund, in the period of 2009 to 2019, according to data from Pevs, from IBGE, and an increase of 582% in volume and 1,022% of the revenue generated annually by legal timber production (in logs) considering the years of 2020 and 2009.
  • Expansion of the decentralization of environmental management to the municipalities by 647% and the number of authorizing acts issued by the environmental agencies in 42%, while the number of branches of state environmental agencies had a slight reduction of 4% in the period 2009-2020.
  • Increase of more than four times (337%) in ​​federal protected areas and indigenous lands with territorial management instruments (2009-2020) and worsening of the indicator that monitors deforestation in protected areas and indigenous lands, which points to an increase of 131% in the deforestation in federal and state protected areas, including indigenous lands (2009-2019).
  • 63% growth in the number of patent applications filed with the INPI by residents in the states of the Legal Amazon (2009-2020).
