Description

CONTEXTUALIZATION

With the enactment of the current Forest Code (Law No. 12,651/2012), the Rural Environmental Registry (CAR) was established as a national, mandatory public electronic registry for all rural properties. Its purpose is to integrate environmental information from rural properties and landholdings, forming an essential database for control, monitoring, environmental and economic planning, and combating deforestation.

According to Decree No. 7,830/2012, it is the responsibility of the competent environmental authority to analyze the registrations. If pending issues, inconsistencies, or missing information or documents are identified, the applicant must be notified to provide additional clarification or to correct the submitted data.

At the time of the project’s formulation and implementation, the State of Espírito Santo was carrying out initiatives aimed at supporting small rural producers in registering their properties in CAR, as well as in analyzing registrations. However, the progress of state-level implementation faced structural constraints, including the operational complexity of its own management and analysis system (SIMLAM), the requirement for physical submission of documents at IDAF’s decentralized units, logistical limitations resulting from the territorial distribution of rural properties, and insufficient specialized human resources, who were also burdened with related responsibilities such as inspection, licensing, and forest authorizations.

THE PROJECT

The project aimed to support the implementation of the Rural Environmental Registry (CAR) in the state of Bahia and was structured into two components:

(i) Improvement of infrastructure and capacity building for public agents involved in the implementation and management of CAR

This component included contracting satellite imagery services, acquiring computer equipment for data storage and processing, and training public agents.

(ii) Promotion and support for CAR enrollment

This component included the registration of rural properties of up to four fiscal modules across 392 municipalities in Bahia, as well as the registration of territories belonging to Remaining Quilombo Communities in the state.

The project’s activities were jointly coordinated and implemented by the Bahia State Institute for the Environment and Water Resources (Inema) and the State Secretariat for the Environment (Sema).

INTERVENTION LOGIC

The project fell under the "Monitoring and Control" (2) component of the Amazon Fund's Logical Framework.

ACTIVITIES CONDUCTED

A total of 372,294 rural properties of up to four fiscal modules were registered in CAR across the 392 municipalities included in the project, corresponding to an area of 3,258,232 hectares. In addition, the project supported the CAR registration of 264 Remaining Quilombo Communities in the state.

The infrastructure of the Bahia Institute for the Environment and Water Resources (Inema) was strengthened through the contracting of high-resolution satellite imagery services, as well as the acquisition of various computer equipment for data storage and processing. Public agents were also trained, using the state’s own financial resources.

Institutional and administrative aspects 

  • Creation of the GT-BNDES – Monitoring Group for Contract 14.20158.1 BNDES/Amazon Fund, established through SEMA/INEMA Ordinance No. 01 of March 8, 2017, and published in the State Official Gazette on March 9, 2017, with the objective of adopting the necessary measures to achieve the targets established for the implementation of the CAR in Bahia.
  • In 2017, SEMA and Inema initiated strategic procedures to address the topic of the Rural Environmental Registry directly within the state’s identity territories, whenever possible with the participation of the State Secretary for the Environment. Additionally, as an action that enhanced the Project, the State Government adopted the delivery of certificates in municipalities across the state as a direct governmental initiative.
  • Also in 2017, SEMA moved to the same building where Inema is located. This change enabled greater agility in the interactions between the government teams responsible for operating the CAR-Bahia project.

Risks and lessons learned

During the project, one of the major lessons learned was the importance of monitoring all activities with a multidisciplinary team to ensure smoother operations and avoid delays in implementation.

It was also identified that the presence of Inema staff in the field was essential for clarifying doubts and strengthening the work carried out by the entities contracted under the project.

Some territories, such as Chapada Diamantina and the Southwest region, have significant geographic dimensions, which made it difficult for the team to travel and affected compliance with the established deadlines.

Social conflicts encountered were addressed by adjusting the schedules and strengthening the communication network with state, federal, and municipal authorities.

Sustainability of results

One of the major achievements of the project was the increased access to public policies, particularly rural credit, resulting from the registration of properties in CEFIR/CAR.

Another important result was the environmental regularization, through CEFIR, of approximately 70,000 people living in Remaining Quilombo Communities across the state of Bahia. This process made it possible to verify the significant number of families involved and to understand their perception of the collective benefits from a public policy standpoint, especially regarding access to rural credit.
